What's the best settings on a DSLR Camera for a nighttime shot of NYC?

In approximately two weeks I will be attending "The Art Institute of Photography" and I just recently purchased my first professional camera (Sony a290). Therefore, I'm not exactly familiar with it's different settings and what they mean.

Here's what I would do.

Full manual. ISO: 200. Shutter - start with 3-seconds and go up if you need to. Aperture: as low as your lens will allow.

Absolute must - a tripod. Also use your 10-second timer because even you pressing the shutter release will cause blur.

Remember also that if the first one is under exposed go to a longer shutter. Don't change anything else, just the shutter speed. You may end up at 10-seconds but that's okay.

This is what I did for this shot.

Loop 101, Phoenix

Good luck and have some fun.
