Photography For Dummies Aperture

I got the answer I needed for a way to shoot a picture, however it's in really technical terms and I need to know what those terms meant and how to use them on my camera, which is a FujiFilm FinePix Z33 WP.
The instruction manual that came with it sucks so I need step-by-step instructions.
Remember, I'm not a pro at this.
Please decode this in dummy form :)
"To blur the background you need to use as large an aperture as your camera will allow you to set, which means a SMALL fstop number, such as f2.8, but I don't think you have manual aperture control on your camera. You can also try having your subject as far away from the background as possible and also use the long, (telephoto) portion of your lens when focusing on the subject."
If I can't operate this function, is there any other tricks to get the same effect?

OK a non-technical explanation.

You have a cheap point and shoot and you cannot do this in camera with your camera.

The only way therefore is to do this in an image manipulation program.
