i need to choose a college and somewhere i want to live after college..help please?

I would like to live in one of these states: washington, oregon, arizona, Massachusetts (preferably near boston), new mexico, Missouri (in st. louis), or virginia. Im in high school and i want to either become a musician or photographer. I need to find a good college for either or both so i can minor in photography. I have no money for college, i get mostly a's in accelerated classes, and my mother is a 100 percent disabled vet so some place that offers a lot of financial aid or scholarships. can someone please offer some advice for any colleges in these areas and any advice on where i should live after college? Also, what each state is like weather wise etc. thank you so much for the help

Weather:
Arizona, New Mexico: Hot and dry
Oregon, Washington: Rainy and cool
Washington: Rainy and cool
Missouri: Not sure
Virginia: Cool winters, very hot summers and springs
Mass: Total 4 seasons. Winter is quite cold with lots of snow; summers are hot; springs are gorgeous; falls are cold.
