In an indoor set-up, what is the ideal light output (in lumens) of the main light, and fill light?

For a photography I am working on a DIY lighting set-up with a compact fluorescent lamp using a funnel reflector (pinlight fixture).

too many things factor into light output needs for anyone to give you an answer. I have done indoor shots wth a single 25watt bulb and shots with thousands of watts divided between numerous lights.

you need to consider...
size of room
colors in frame
flash?
camera settings
lens capabilities
color of light
harshness of light
desired exposure
artistic effect or preference
many many other things.

if you want to know how many watts or lumens or other specs about what pros use just look at pro lighting kits and try to replicate them. but for a DIY project you can easily spend more (and look a LOT less professional) than just buying a pro kit.
